Open contracting underpins smart cities – the why and how

Cities run on public contracts. Open contracting is about city administrations working with businesses and civil society to use the power of open data to transform public procurement – to deliver better goods, services, and public works for everyone. And, nearly two-thirds of public procurement spend is handled by cities or other sub-national entities (OECD).

The G20 Global Smart Cities Alliance developed an Open Contracting Model Policy that aims to provide cities with the ideas, methodologies, and tools needed to explore and embed open contracting in public procurement. We will present ‘the why and how’ behind this policy using examples from around the globe, including contracting data sets on NYC Open Data. We’ll also use global examples related to infrastructure spending, which is becoming increasingly relevant as money from the U.S. Federal infrastructure bill starts to be dispersed across the nation.
