The NYC Open Data Program is an example for cities around the world. While the city’s work is commendable, there is much work that city leaders can still do to improve lives, be transparent, and support action toward those issues that New Yorkers care most about. Much of this work can be achieved by embracing the Third Wave of Open Data.
Coined by the Open Data Policy Lab, a collaboration between The GovLab and Microsoft, The Third Wave of Open Data comprises a set of actions and priorities that goes beyond the initial first wave focused on freedom of information, and the second wave that sought to establish a platform for data release. It involves an approach to open data not simply for the sake of opening data but to enable impactful and responsible re-use of data to tackle societal challenges and to provide for equity and opportunity, especially through inter-sectoral collaborations and partnerships. The Third Wave seeks to build upon the existing foundation of open data and integrate priorities such as: publishing with purpose; initiating data collaboratives; and prioritizing data rights and responsibilities.
As part of Open Data Week 2022, The GovLab will host a virtual panel conversation to discuss these issues. Relying on the framework provided by the Third Wave of Open Data and examples of ongoing data work across New York and other municipalities, we will discuss ways the city can promote responsible and effective reuse of data to meet the needs of its residents. Panelists will review current trends, challenges, and opportunities regarding NYC open data, and the ways that data (re)use and the Third Wave has changed over the course of the pandemic.

This goal will give attendees a clear understanding of recent developments and future priorities around open data and data re-use in the City of New York. It will also identify productive avenues for building on New York City’s current accomplishments and realizing the promise of the Third Wave of Open Data.
This will be a 90-minute event. The final 20 minutes will be reserved for audience questions and answers.
